A muster roll is a government-compliant attendance register that records daily attendance, wages, and overtime for workers on construction sites. It is mandatory under the BOCW (Building & Other Construction Workers) Act, 1996.
Muster roll is essential for construction contractors for legal compliance, PF/ESI records, contractor settlements, and vendor billing. It serves as evidence during labour inspections.

Wages recorded in muster roll must comply with state-specific minimum wage rates. Each state has different minimum wage rates for skilled, semi-skilled, and unskilled workers.
OT pay calculation formula: (Daily Rate ÷ 8) × OT Hours × Multiplier. Multiplier is typically 1.5× or 2× as per state laws. Hours worked beyond 8 hours per day are counted as OT.
Full day work - Full wage
No work - Zero wage
Half day work - 50% wage
Beyond 8 hours - Additional pay

All construction sites must maintain muster roll under BOCW Act, 1996. This is especially critical for sites with 10 or more workers.
Muster roll is required for Minimum Wages Act, Payment of Wages Act, and PF/ESI records. Maintaining accurate records helps avoid legal issues.
Maintain separate muster roll for each site. Ensure daily signatures. Preserve muster roll for at least 3 years.
